Wtf happened to midtown

Respectfully, what happened to midtown? I moved to Houston in 2016 and lives in midtown and it was just starting to get nice. Like 5ish years ago they invested a bunch of $ into it and built the park and had tons of cool signage installed. I visited today for the first time in a while (I live in the Heights area now) and was blown away at how much it has fallen from grace. Half of the places (even Starbucks and CVS??) have closed, homeless EVERYWHERE, signs destroyed, and overall dirty and sketchy. Honestly, it was depressing. It was on a positive trajectory and now it’s somewhere I wouldn’t consider walking around (I’m a female). Can someone fill me in?? I can’t find anything on this sub or the internet addressing this arc.
