Would anyone happen to know what this place was in 1986?

My Great Grandfather was murdered in Texas at this address on July 27th, 1986 and I was wondering if it was a bar or something as he is believed to have been homeless at the time. I have not been able to find any info on the murder online, and I've even called the Houston library to see if they had newspaper articles or anything and they did not. Any help is appreciated!
