Working for county or higher ed?

So i have two job offers from Harris County and a University and these are both entry level position and pay rate is about the same. Does anybody have any experience working at either one? Any insight would be great and helpful! I’m looking to be able to grow in whatever position i take. Both are admin/clerical type roles
