Winning the homeless lottery, luck based beds?

So I called a Houston youth shelter to check out their intake/admission times and was told this.

Apparently you come up to take a number, and if your number gets called on the raffle, you get to sleep there for the night!

WHAT???

I was audibly disgusted with the woman who told me that on their phone line but I guess I can't really blame her. But isn't that just fucking crazy? A homeless raffle for a bed for the night? Are homeless people even HUMAN to these people?
