Will Midtown be busy on Halloween day?

My friends and I are 21-23 and wanting to celebrate a friend’s birthday (she turns 21 on November 1st). We were wondering if it is worth it to go out to the Midtown bar area on Halloween. Is it going to be busy even though it’s a Tuesday? And would they let her in before Midnight?
