Why the massive DPS and HPD presence in the 4 block radius around the GRB?

I understand the 23rd World Petroleum Congress is going on but the road closures and the shear number of marked/unmarked vehicles is staggering. Where they expecting some protests or perhaps there are some high level foreign dignitaries that are paying for some serious security?
