Why so many cops on Westheimer?

Took a walk this morning. there's 3 cops parked on the Edloe intersection, 5 parked around Wesleyan, and about 10 near Lamar High School. That doesnt include the random unmarked black Fords scattered around. There's no school/church going on, whats up?
