Why on earth doesn’t Houston have a commuter tax?

Every day thousands of middle-class white collar workers drive 50+ miles commuting into the city and back to their suburban enclaves. They rely on Houston for employment but don’t pay anything into its infrastructure. All that road maintenance costs $$. Why doesn’t the city tax them?
