Why is USPS playing hot potato with my package?

Ok any insight on what may be going on here? This item was supposed to be delivered to me last Tuesday and it has been in Houston since then. Why do they keep passing it around? Is this happening to anyone else? For reference I live in Katy and it made it to Katy but then it got sent right back to South Houston again?
