Why is this game unavailable to me?

I bought the Sunday ticket without Youtube live tv because it said it had Out of market games. I chose to do this over NFL+ and it keeps telling me it's out of market? Does Sunday ticket not just give me all of the games? Why is it 400 damn dollars if not? Anyone know?
