Why is there no observation deck in this city?

I moved here from chicago and have lived here for the last 4 years. Being from chicago there were so many public visiting and touristy things to do, but I feel like houston, being the largest city in Texas, is very bare bones. How come there are no observation decks anywhere in the city? I feel like other than museums and graffiti, not much touristy things to see in this city. Its kinda weird. Chasetower had one but got shut down a long time ago and never reopened.
