Why is the crime rate so high?

I live approximately 20 miles from where I work. I moved to the Houston area in 2014. I bought a home in 2016. In my 20 mile commute I pass through 11 policing jurisdictions. Seven of which are local police, 2 are constable precincts, 1 is the Harris county sheriffs dept. and the last is DPS. My inquiry to my fellow Houstonians is why in the hell is our crime rate so bad? That is a lot of police keeping an eye on the unsworn citizens.
