Why is Ken Paxton suing Harris Co over the election administrator?

Ok so I know why, the law says the county didn't meet the timelines. However the law also says nothing about what happens if the deadlines are not met, so it would seem the legal remedy of invalidating the entire appointment would be excessive, at least in most peoples' minds I would think. Can someone please explain this one to me? Is there anything preventing Harris Co from just redoing their actions correctly according to TX law and still appoint the same person? I don't really see what the point of this is.
