Why is it so difficult to speak with a psychiatrist in Houston?

I'm driving to Austin because it's been 3 months of searching and I haven't been able to get a single appointment with the psychiatrists on my insurance in the Houston area.

I fill out the online form, wait 48 hours, and call to schedule an appointment. Sent to voicemail. Then I'm waiting 2 weeks or more for a call back for every single one.

Is anyone else experiencing this? It's been insanely difficult and has driven me to tears. I gave up and made an appointment in Austin. Called back right away and I'm seeing them next weekend.
