Why is Bregman still batting 3rd?

I watched most of his games at LSU and Houston and have never seen him as bad as the last 2 years. Did the juiced balls and the other tools help him out that much? I don't get it he works his butt off. Maybe he tinkers too much with his swing. I don't know
