Why is Altuve Foul Ball Not Reviewable?

You can review a hit by pitch (And get it wrong still btw) but you can't review if a ball hit foul off a hitter? We've seen it twice now this year. Why would this not be reviewable when everything other than balls and strikes is? Does anyone know cause it doesn't seem to make any sense.
