Why Houston Texas electricity companies promotes using/wasting more energy? By offering $100 + credit after using at LEAST 1000kwh

Every year I spend weeks looking for energy company. Every time I read those EFL plan documents stating

22.7 cents for 500kWh 10.7 cents for 1000kWh This is Gexa plan for 24 months.

In simple terms it translates to Use 450kwh to 999kwh = $102.15 to $226.77 1000kwh to 1050kwh = $102 to $113.3

From October to April (6+ months) I use very little to no AC so my usage is never above 500kwh. Now this companies plans are forcing me keep my lights fan on 24 hours . Always finding most inefficient devices to run in winter.

Am I missing something here or these electricity plans are just tooo dumb making me angry?
