Why Houston has no rooftop/top floor restaurants?

Houston has some amazing skyscrapers, yet none of them utilize the top floors for high-end restaurants. We have some luxury high-class restaurants and they are all located in small buildings on first floors. Why can’t the city permit the luxury high-floor dining like New York, San Antonio, Tokyo, Dubai, and other cities? The view will be amazing and people would love Houston even more!
