Why does it take some dealers so long to get license plates?

I have purchased two vehicles recently. I bought a car a little under 3 weeks ago and I already have the license plates. I bought another vehicle nearly 3 months ago (from an AutoNation dealer) and they still have not arrived.

If the state is so backed up like AutoNation says, how did the other dealer get my plates in only 18 days?
