Why does it itch and feel like a rash is spreading whenever I dip my body at Surf Side Beach?

I’m in Freeport, TX near Houston and every time I go to Galveston I feel fine swimming but at Surf Side when I dip my body in the water it feels really itchy and stingy and like really uncomfortable like if something is biting. Does anyone know why?
