Why does Houston keep tearing everything down?

It's my understanding that every city does it, but probably not to the extent of Houston.

It seems like the city has never learned anything from its mistakes, that demolishing all those pre-WWII homes and buildings will make itself look even more characterless and uglier.

Heck, even Dallas is way ahead of Houston in preservation of buildings and history.

Houston thinks anything older than 15 years old should be gone. Why does this place continue doing this to itself and not learn any valuable lessons to stop doing it?
