Why does everyone run red lights in this city?

The amount of reckless and oblivious drivers in this city is astounding. I’ve never seen anything like this. I just watched a guy run a red 3 seconds after it turned red while the cars on the perpendicular street began crossing, narrowly avoiding a crash. Is the level of education here lower than the US average? What is it with these people?
