Why does COH not inform residents when there will be a water outage?

Title says it all. All of my other utilities have a mass mail system to inform customers of an outage. Why is water different when arguably the most important? I am only have two years of owning a home and when I lived in an apt I always got a heads up on this stuff. Just a very inconvenient time due to medical isolation and limited options. If I had known I would have filled my tub!
