Why does Adam Rank hate the Texans?

Every single time I go into a game preview, he says they lose. Same thing with the yearly predictions. He says they'll be one of the worst teams in the league. Why though? I feel like he picks favorites, whoever is good. Whoever is in the playoffs goes 13-3. Except the Texans
