Why do they stop on the highway?

Was on south Sam houston highway and two people must’ve got into a fender bender, no significant damage, but they stopped in the middle lane and got out. I’ve only heard of people from California doing that; is this normal? I’m from the east coast and wondering why they didn’t pull off.
