Why do some drivers have their headlights on?

I’ve been in Houston for about a week now, and wether it’s on the highway or downtown I always see some drivers with their headlights on. They keep driving so I ASSUME they aren’t having any car troubles or anything, but it’s so confusing. Can anyone fill me in as to what’s going on there?
