Why do so many drivers here run red lights?

Just moved here from Toronto, Canada. Been here for only a couple weeks and I've already seen at least three instances where drivers refuse to slow down for yellow lights, and simply continue once it turns red (and you can tell they clearly had time to stop) It's basically the wild west out here man. Back home we have red light cameras everywhere, so stuff like this rarely happens. Do police simply not care out here?
