Why do people here make a complete stop, block the lane they’re in all just to make a simple u-turn?

These people have plenty of room to maneuver into the very middle of the median, yet they block an entire lane. I noticed this is extremely common in Southwest Houston along with failing to use the correct side of the median to execute a u-turn.
