Why do most fans consider the Colts a bigger rival than the Titans

I just rewatched the Oilers documentary by Urinating Tree and this made me curious. I feel like, given the history with Bud Adams and the Oilers, that the Titans would be hated more by Houston. What made you guys hate the Colts more?
