Why did Houston let the oilers go?

I hate seeing the titans wear our s**t but I also get disappointed that we let that happen. Was there anything the Houston fans could have done? Or was it purely the business side of the game. I’ve heard it was over a dispute regarding wanting a new stadium, if so why did we build NRG not long after but not when they asked? I’d love to hear from the fans who were around when it happened
