Why can’t we just make it better for everyone?

From the report: "Conclusion: community is only as healthy as its children. The disparities experienced by the Latino child population in Harris County must be addressed in order to promote the health of the whole region."

From the article: "Being in this role as county commissioner, I didn’t want to just sit there and focus on roads, ditches, and bridges," Garcia said. "I wanted to focus on the human capital as well, recognizing that our Hispanic youth are going to be the future of our county, the future of our state, and the future of our country."

Seriously. Why can't we focus on making access to healthcare and quality education a top priority for all? If it's created for all then no disparities, right? Why place race favoritism?
