Why are they tearing up the 610/288 interchange again, didn’t they just finish those parts?

Or: "When will our long regional nightmare finally be over?"

They're demolishing lanes of 610 they already completed and they closed the ramps from 610 WB to 288 and they're tearing those up too! That was all brand new, so what gives?
