Why are there so many stray/loose dogs in HTX?

I have been living in Houston for about 1.5 years and I've seen more stray/loose dogs and cats here than I've ever seen in my entire life. Why do some Houstonians don't leash their dogs? Why's the leash law not enforced here? Houston feels like a third world country. 😐
