Why are there so many stoplights outages in this city?

Hello friends, I moved to this wonderful city about a year ago. Everything about this city has been wonderful besides the basic complaints of heat and traffic. There is just one thing though, that I can not for the life of me understand. It seems like just about every other day I encounter a stop light that has lost power and becomes a flashing red. Houston drivers are gonna be Houston drivers and become very aggressive and it just creates such a backup. I live in the uptown/ galleria area and I am lucky enough to not have to commute on freeways because I work on Post Oak. I’m not sure if this is an area specific thing as I mainly only see this on San Felipe and Westheimer specifically by the mall so it’s just a complete cluster f**k. Anyways, shoutout the city of Houston but I have truly never seen such a phenomenon and I do not understand why.
