Why are there so many slow drivers in passing lanes?

I could honestly shorten my commute time by like 30% if people didn’t feel like going slow in the left most lanes sitting around 45-60 mph. The worst part is when i look over they aren’t even on their phones, just assholes who want to f**k over people behind them i guess? I truly cannot understand it
