Why are there always puddles of water on the streets of this city?

I always see small puddles of water right next to the curbs all over Houston versus other TX cities. Do city workers intentionally sprinkle water on the streets or is it just the poor drainage system? I know you guys have more rainfall compared to other cities in TX.
