Why are the voting machines so bad?

I voted in the primary today and just couldn't believe how terrible it was. The printer jammed, the worker freaked out about having to make sure the printed copy would be shredded and the whole process just seemed incredibly insecure in general. What were everyone's thoughts on them? Am I alone in thinking they were much worse than before?
