Why are so many new digital road signs displaying time intervals appearing?

Is it just me, or are digital road signs displaying time intervals everywhere? Particularly useless time intervals. For example, a giant sign on TC Jester East in the northbound lane shows the time interval to travel on TC Jester to 6-10 as if anybody ever wondered that. Why?
