Why are schools not so great in Belleair area?

Don’t get me wrong but homes look great in this area. Prices are expensive but I don’t understand why the school ratings are low. Maybe elementary schools are not so bad but middle schools and high schools are not great at all. Can someone explain?

Do parents sent their kids to private school once they get to middle and high schools? What options are there?
