Why are landscapers mowing lawns? Like… Nothing has grown

I'm a little confused.

My neighbours who employ dudes to know their lawns, continue to mow throughout winter. And even mowing right now.

Like, do they realize nothing has grown?

I'm watching the dude right now and he's not even mowing anything.

He mowed 2 weeks ago just before the freeze. And now he's at it again.

Not to mention he has his deck super low, and already scalped the st aug before winter.

I'm so confused by these people.
