Why are Club Level PSL’s so much lower priced compared to the rest?

I was just searching the PSL marketplace for a couple of season tickets this year when I noticed something interesting. There are listings across a wide price range all over the stadium, but something that sticks out is there are a huge number of club level seats listed and they’re asking the bare minimum price to sell their PSL to club level seating.

I know the Texans have been bad and many people are selling out of their PSL’s but I was curious if anyone has a little understanding on why Club Level would be willing to give away their PSL for close to nothing.
