Why? A couple things that annoy me about HOV/toll roads in Houston.

Why are 75% of the toll sensors apparently closed forever? It creates bottlenecks. Why do they close down HOV lanes on the weekend? In those areas where lanes do stay open (eg, Katy Frwy) they are converted to EZ Tag only. Seems like it discourages carpooling, and sometimes there's actually heavy weekend traffic.
