Who was behind Game 17, 2nd half playcall?

I can't recall if this was discussed or not but if it wasn't DC or TK, who made the playcalling adjustments in the 2nd half that led to a near come from behind victory? It can't be that Mills just decide to let loose on his own. But we need more of that type of playcall.
