Who to call or what to do to save a cat trapped in a street gutter drain??

Help! My friend found a cat stuck in a street drain. She's called animal control, nobody answers, she called the fire department still nobody answers. She called 911 and asked who to call and they say call animal control. Does anyone have a number where someone will answer? She's going crazy over this.
