Who is this guy?

This guy was at my city council meeting here in Missouri. He was very guarded with what he said, used abbreviations often and told the city he was working on getting business who may be interested in moving in here. He mentioned he is a part of the national economic forum. He's been all around the world and kept referring to themselves as "The foundation" out of Houston, TX He said they can teach city council the right way to do things.

He said he was friends with the nyugen fashion show organizer.
