Who is responsible for street gutter repair in Houston?

The street gutter in front of my house is all broken up. I am talking about the area on the street immediately adjacent to the curb (but not the curb itself).

Is the city responsible for fixing this? Am I? If I make a 311 request is the city going fix it or to force me to get it fixed at my expense?
