Who do I need to send letters/emails to to remove ALL flashing yellow left turn yield lights?

This has happened several times now where as I'm slowing down at an intersection to make a right turn, the opposing driver assumes I'm slowing to a full stop stop due to a yellow light and makes a left turn in front of me. It's getting to the point where I have to Mario Kart my ass on right turns like I'm in fucking Tokyo Drift so they realize I still have a green light. If I could never turn left on yield lights again, I would easily tank the extra 15-25 seconds it would add to my commute without a second thought if it meant I wouldn't have to encounter this. I'm civically illiterate, who do I need to start calling to make this happen? I am dead serious.
