Which is the best terminal to get an uber or taxi at IAH around 7pm? (That isnt E)

Last year I arrived in Terminal E and because of construction and traffic it was impossible to get an uber or taxi for hours. I have a flight in a month dropping me off at E and from what I understand the terminal is still under construction. I was thinking about going to another terminal to get a ride if that is possible. Can you even get to another terminal after getting your bags? Last year the airport people were basically kicking out people into the pickup area outside.
