Where to surrender stray

I have a stray dog in my garage since it’s been cold at nights and I can’t keep her in here any longer. And I can’t bring her inside because of my other dogs. I called ASPCA, CAPS and probably a hundred different rescues and shelters and none can take her. She is super skinny and her fur is thin. This baby needs help and I can’t provide it.
