Where to make complaint about Keith Wiess Park?

Went to Keith Wiess Park for the first time the other day and really enjoyed it, with the exception of almost getting run over by a kid on a dirt bike. The four wheelers have rutted the ground to each side of the trail, and I'm concerned about a kid getting hit.

The park is in Aldine, so it's Harris County. Do I call HCSO or one of the constables or the Harris County Parks Department?
